DEFRA: The Regulation and Control of the Release of Non-native Animals and Plants into the Wild in Great Britain: http://www.defra.gov.uk/environment/gm/nonnav/01.htm
Outlines the statutory position of releasing non-native species under the 1981 Wildlife and Countryside act.
In summary: non-native animals (prohibited) and plants (only those listed in Part II of Schedule 9 are prohibited). Other organisms (fungi, protozoa, monera, viruses) are not prohibited. Obviously this only applies to the 1981 Act and other legislation may apply.
